§ 2-37. Bylaws.

  • (a)

    Regular meetings. The regular meeting of the village board shall be held on the first Monday in the month at a place designated by motion duly passed by the village board. The village board may adjourn any regular meeting to a future date, time and place and there and then take up new as well as old business.

    (b)

    Presiding officer. The president or presiding officer shall preside at all meetings and preserve order, deciding all questions of order, subject to an appeal to the village board.

    (c)

    Calling meetings to order. The president shall take the chair at the hour appointed and immediately call the meeting to order. In the absence of the president, the clerk, or in his absence any member of the village board, may call the meeting to order, and thereupon, the village board shall appoint one of its members president pro tempore. In the absence of the clerk, the village board may appoint one of the members present to serve as clerk during the session.

    (d)

    Order of business. The business of the village board shall be transacted according to the agenda prepared by the clerk. All items to be placed on the agenda shall be submitted to the clerk by noon on Thursday prior to the regular meeting, and copies shall be mailed by the clerk to each trustee by the close of the business day on Thursday.

    (e)

    Items of business. Any items of business may be taken up at the meeting unless tabled for one month by a majority vote of the village board.

    (f)

    Rules of procedure. The rules of parliamentary procedure embraced in Robert's Rules of Order, Newly Revised, may be used by the village board where applicable and where not inconsistent with the standing rules, bylaws and orders of the village board.

    (g)

    Special meetings. Special meetings may be called by any two trustees in writing filed with the clerk. When special meetings of the village board have been called, the clerk shall notify each member of the village board of the time, place and purpose of the special meeting by causing a written notice to be delivered to each village board member personally, if he can be found, otherwise by leaving the notice with a member of his household of suitable age and discretion or by leaving the notice in a conspicuous place at the member's place of residence.

    (h)

    Business to be presented by trustee. No business shall be considered by the village board unless presented by a member of the village board.

    (i)

    Attendance at board meeting. All members of the village board shall attend meetings regularly. Three unexcused consecutive absences from regular meetings shall be grounds for removal from office.

    (j)

    Amendment of bylaws. The bylaws may be amended, stricken out or added to at any regular meeting of the village board upon a majority vote of all members, provided that notice is given at the regular meeting of the village board immediately preceding the one in which the amendment is to be acted upon.
